Columbia City is primarily a bedroom community with a population of 1,975 and its economy is increasingly influenced by its proximity to the Portland-metro area. Columbia City is located in northwestern Oregon on the banks of the Columbia River, approximately 32 miles north of the City of Portland on Highway 30, 2 miles north of the City of St. Helens and 61 miles east of the Pacific Ocean. The City is dominated, ecologically and visually, by the Columbia River, which is nearly a mile wide, and five snow-covered peaks of the Cascade Range are visible from the City.
General Statement of Responsibilities
Plans, organizes, directs and coordinates the operation and activities of the Police Department; administers the effective and efficient use of personnel, funds, facilities, equipment and time; responsible for assigning, directing, and inspecting work performed in the area of law enforcement and the prevention of crime. Highly responsible position involving supervision and leadership of all police personnel; ensuring continued implementation of a community policing philosophy; administering the affairs of the Police Department; preparing and administering the annual budget and outside funding requests related to the department; interacting with the community members and various groups, organizations and agencies; cooperating with other City department heads and staff and performing all duties normally associated with a Patrol Officer as required.

Exercises full supervision and leadership over all Police Department personnel including staff, reserves and volunteers.
Desired Minimum Qualifications
Broad knowledge of law enforcement; minimum of eight years experience in law enforcement with at least three years in a supervisory or command position. Education equivalent to a two-year college degree in Law Enforcement, Criminal Justice or related field of discipline, or a graduate of the FBI National academy, or a combination of education and/or experience which demonstrates the ability to perform the required work. Possession of a DPSST Advanced Certificate or the out-of-state equivalent; possession of a DPSST Management Certificate or the ability to obtain one within 18 months; possession of a valid Oregon driver's license or ability to obtain one by the time of appointment.
Salary and Benefits
Salary $4,083.73 to $5,472.13 per month, negotiable DOQ.
