General Description:
The Assistant Chief of Police provides leadership, strategic planning, and administrative direction for Colleges Police Department and Office of Emergency Management and Safety. Coordinates the activities of the College Police by directing and supervising the NOVA Police Department. Maintains and enhances a safe and secure environment for students, faculty, staff and visitors; and protects all real and personal property at college facilities. The Assistant Chief of Police reports to the Chief of Police.
The NOVA Police Department is established as a college-wide entity with the responsibility to maintain safety and security of all employees, students and visitors, and property owned or controlled by the College. As such, all police department employees are subject to short-term and long-term reassignments that may include different locations, rotating schedules and duties dependent on the needs of the department and/or staff professional development.

Duties and Tasks:

  • Under the direction of the Chief of Police, plans, organizes, and manages all functions and activities of the College Police Department, including patrol, dispatch, investigations, emergency management and safety, and support services.
  • Executes the vision and policies of the Chief of Police to provide a full-service state law enforcement agency primarily responsible for the day-to-day safety and security of all students, faculty, staff, and visitors of the College.
  • Establishes relations with local emergency services departments and organizations and oversees policies and operating procedures for the College Police Department to coordinate with local first responders and emergency services.
  • Assists the Chief of Police and works directly with College Financial, Budget, and Administration staff to prepare and manage the departments budget and resources.
  • At the direction of, and in the absence of, the Chief of Police, ensures the proper execution of the police department consisting of more than 50 sworn officers, supported by non-sworn security personnel, and dispatchers, operating 24 hours a day and 365 days a year.
  • Directly oversees the Office of Emergency Management and Safety to ensure compliance with and response to all emergencies, to include the operation of the Emergency Operations Center. Reports directly to the Chief of Police about all emergency management and safety matters.
  • Develops policies and procedures for the Chief of Polices review and approval, to ensure compliance with federal, state, and local laws, as well as college regulations, including Clery compliance. Takes direction from the Chief of Police to ensure proper implementation of all procedures, and reviews effectiveness as needed to recommend improvements and changes to the Chief of Police.
  • Reviews professional standards for law enforcement officers, and evaluates officers to ensure these standards are established, trained to, and maintained. Recommends to the Chief of Police remedial actions when needed and executes these actions as agreed to by the Chief.
  • Fosters cooperative working relationships with other college departments, local law enforcement agencies, and the public.
  • Serves on all applicable college and campus level boards and committees.

Must be able to pass a fingerprint-based criminal background check. Background investigation required. Successful medical and psychological evaluation required.

Special Assignments:

May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.

KSAs :

  • Comprehensive knowledge of the principles and techniques of law enforcement, security, crime detection and prevention and investigation.
  • Considerable knowledge of administrative functions, including development and implementation in the areas of policy, budget and supervision of personnel.
  • Considerable skill in the use of law enforcement equipment and in the use of weapons.
  • Demonstrated ability to plan and implement a law enforcement, security and public safety program for a large and complex educational institution; to organize and direct its law enforcement staff; to analyze a broad range of law enforcement, security and safety problems and to develop and implement resolutions and plan security for unusual activities or special events.
  • Demonstrated ability to communicate both orally and in writing with diverse groups of employees, students and clients
  • Demonstrated ability to interpret laws, policies and regulations governing the operation of the institution.
  • Ability to meet physical demands of job duties.


Required Qualifications :

  • High School diploma or GED .
  • Must be a US citizen
  • Law enforcement experience demonstrating career growth with increased and diverse responsibilities.
  • Command level experience at rank of LT or above, on a law enforcement agency eligible for Option 5 lateral service.
  • Experience in the field of law enforcement
  • Experience in administration or supervision of law enforcement staff and programs.
  • Ability to obtain certification by the Virginia Department of Criminal Justice Services within six months.
  • Valid drivers license with a satisfactory driving record.
