Job Description


This position is responsible for performing difficult professional and intermediate administrative work as a commander for an assigned tour of duty with supervisory, operational and administrative responsibilities. This position also involves assignment of additional duties in support of the overall operations of the department and may also be assigned to command any of the various support divisions or units of the Police Department. Incumbent must be a versatile, responsible individual able to function within established frameworks. Incumbent exercises considerable independent judgement in applying policy and legal concepts associated with field operations, support services, inspection services and internal affairs. This work can be dangerous with moderate physical demands. This position may report to the Chief of Police, Deputy Chief of Police or to a Bureau Police Major.
  • Makes arrests and testifies in court; directs activities at crime scenes
  • Directs the operations and activities of assigned division to achieve all required goals and objectives.
  • Performs any supervisory duties as assigned by the Chief of Police, Deputy Chief of Police and Police Major.
  • Analyses and reviews existing or proposed policies and procedures for feasibility and clarity and recommends changes as necessary.
  • Plan organizes, schedules, assigns, and directs the work of both sworn and non-sworn supervisors and line personnel either directly or through subordinate supervisors.
  • Monitors appraisal and control systems to determine the level of performance of the uniformed and civilian employees under their control, the accomplishment of the Department's goals and objectives, adherence to law, policy and procedure, and the proper identification and resolution of problems.
  • Maintains a high level of professional competency and a model standard of conduct.
  • Acts on behalf of a Higher Ranking Officer in their absence as directed.
  • Participates as required in senior Police staff discussions which establish and update major Police Department policies and procedures.
  • Advises and informs the Police Chief, Deputy Chief of Police or Bureau Police Major on significant trends and activities in their area of responsibility, submitting written reports or studies as required.
  • Responds to calls for service as needed and takes command of major incidents coordinating activities as determined by the nature of the situation and the probable impact. Ensuring that the laws of the City of Rockville and the State of Maryland are upheld and that law and order is maintained within the boundaries of the City of Rockville and the rights of its community members are protected.
  • Reviews all daily reports and enforcement completed by Assigned Bureau Personnel. If errors are made or information is missing, ensures this information is obtained and errors are corrected.
  • Reviews time and attendance records. Approves leave or schedules changes as requested.
  • Meets with subordinates to discuss means of maintaining or enhancing effective operations in the field.
  • Researches, writes and implements written procedures as required.
  • Performs special investigation as directed.
  • Maintains close working relationship with other law enforcement agencies.
  • Performs other related duties as assigned.
  • Achieves assigned objectives and ensuring that assigned personnel are provided with all available knowledge of Police service needs.
  • Supervises and evaluates assigned duties of personnel to ensure performance is prompt, effective and courteous.
  • Identifies and provides the training and education required to promote high levels of performance and expertise.
  • Maintains the integrity of Police operations to ensure the highest levels of public confidence in the effectiveness and responsiveness of the police.
  • Serves as a police department representative while interacting with members of the community, community groups, business representatives, school officials, and other prominent persons.
  • Assures that the concept of Community Policing and Problem Oriented Policing are integrated into all activities, assignments, and programs.
  • Promotes the morale and integrity of department personnel, recognizes deserving personnel, and serves as a role model with respect to work productivity, adherence to standards, interpersonal relations, physical fitness and appearance.
  • Performs other duties as required.

Education and Experience:

Associate's degree or a minimum of 60 credits from an accredited college or university. Minimum of six (6) years of progressively responsible work as a police officer, minimally one (1) year of which in a supervisory position equivalent to a Police Sergeant or higher, or a demonstrably equivalent combination of education and experience .

Special Qualifications:

Must possess and maintain a valid drivers license and have a good driving record. Must pass a thorough background investigation with no prior convictions. Must be able to successfully pass all pre-employment contingent testing (medical screen, physical fitness requirements drug screen, polygraph examination and psychological exam). Certification by the Maryland Police Training and Standards Commission, or the ability to obtain the certification within twelve (12) months of hire.

  • Comprehensive knowledge in the United States and Maryland Constitution, Federal, State and City criminal and traffic laws, ordinances, and related court decisions.
