QUESTIONS
Summary
Responds to accidents and incidents on the highway systems and assists in analyzing the situation and determining a plan of action for removing the incident. Assists motorists with disabled vehicles on the highway systems and removes vehicles or motorists from the roadway if necessary. Operates and maintains the incident response vehicle in accordance with preventive maintenance inspection (PMI) policies and procedures. Ensures that all courtesy, ethical, and safety regulations and requirements are met so that all employees and the public are provided a safe working environment. Performs administrative reporting and supervisory duties including Freeway Incident Management training.
Essential Duties and Responsibilities
Supervises employees including evaluation, timekeeping, and other personnel matters. Coordinates unit schedules, activities, and actions as needed.
Performs freeway incident management activities including incident after action review. Responds to accidents and incidents on the highway systems and assists in analyzing the situation and determining a plan of action for removing the incident.
Responsible for equipment repair and maintenance.
Implements and facilitates new hire and employee training classes and programs.
Performs administrative reporting and recordkeeping. Verifies that reports are accurate and legible.
Assists superiors or designated personnel with administrative duties. Notifies senior managers of serious accidents, significant employee complaints and other extraordinary happenings in a timely manner.
Attends and completes all required training.
Performs all other duties as assigned.
Minimum Requirements
High school diploma or GED.
Technical training in transportation management, traffic or incident management, engineering, highway construction, or automobile repair preferred.
Two (2) years of supervisory experience.
Valid driver's license required, Class C or above.
Freeway Incident Management / First Responder Certification required within six (6) months of date of hire.
Skills in first line supervision of field units and knowledge or experience in automotive repair, roadway maintenance and construction, highway emergency response patrol activities, or traffic control activities preferred.
Must have good interpersonal and public relations skills.
Experience or training in public speaking desirable.
Must be able to understand, interpret, and properly apply policies and procedures required to perform essential job duties of the position as assigned.
Must be able to prepare official documents required to perform assigned functions including but not limited to interoffice memos and letters.
Must have a working knowledge of applicable policies including but not limited to Sheriff's Department policies, Civil Service Rules, Standard Operating Procedures, and the Tarrant County Employee Handbook.
Must have a working knowledge of department organization and functions.
Must have a working knowledge of basic word processing and spreadsheet software.
Ability to control emotions and focus on professional duties and obligations in all circumstances regardless of provocations or stresses encountered.
Ability to communicate necessary information to others in a calm, clear, dispassionate, and purposeful speaking voice in all circumstances.
Ability to create accurate, clear, concise, comprehensive, relevant, and grammatically correct documents.
Ability to work with employees and citizens from diverse population groups in order to comply with the Department mission and best serve the public interest.
Ability to focus personal and team efforts toward continuous performance improvement.
Ability to actively seek opportunities to increase and improve knowledge, skills, and abilities needed to improve personal performance.
Ability to listen effectively by using good listening techniques.
Ability to use interpersonal skills to foster positive working relationships with team members including peers, supervisors, and subordinates as required to provide superior services in the public interest.

Physical Demands and Work Environment & Other Requirements
This position is an outdoor assignment requiring that the incumbent drive and work in inclement weather or adverse conditions to include, but not limited to, rain, snow, ice, wind, and extreme temperatures in day or night conditions. Operators must be able to engage in physical activity to include performing limited automotive service; dispensing fuel to stranded vehicles; changing tires; using both hand and power tools including vehicle jacks, wrenches, and air or electric tools; moving limited debris; and placing, setting, moving, and lifting traffic cones. Lifting, pulling, pushing, standing, walking, squatting, crawling, working on knees, and working in cramped or low clearance places are typical activities for this position. The operator will work on or beside major highways carrying high speed and/or high volumes of traffic. Incumbents must drive a full size pick-up truck. This position requires that the individual be able to perform all of the required duties of the position without restriction. Must be willing to work overtime, weekends, holidays, rotating shifts, evenings and nights.
