Under immediate or general supervision receive incoming calls for police assistance and dispatch necessary units; perform a variety of general support duties related to communication activities, including record keeping, typing, and filing; monitor alarm systems and teletype communications; learn applicable policies, procedures, and work methods associated with assigned duties; and perform related duties as assigned.

DISTINGUISHING CHARACTERISTICS

This is the entry level classification in the Public Safety Dispatcher series. Incumbents of this classification are trained in department policies, procedures and systems by higher level communications staff. Generally, work is observed and reviewed both during performance and upon completion. This classification is distinguished from the next higher level classification of Public Safety Dispatcher II by the performance of work requiring a lesser degree of police dispatch knowledge and judgment.

SUPERVISION RECEIVED AND EXERCISED

Immediate supervision is provided by the Communications Supervisor or designee.

Technical or functional supervision is provided by Senior Public Safety Dispatchers or designee.

No supervision is exercised.

Essential job functions include, but are not limited to, the following: ( These functions may not be present in all positions in this classification. Receives emergency calls from the public for police, or other emergency services, evaluates information to determine location of the emergency and the appropriate personnel and equipment needed to respond.

Dispatches emergency units on the computer aided dispatch system (CAD) as necessary per established procedures.

Maintains contact with all units on assignment to determine status and location.

Communicates with callers to determine continuing disposition of calls, provide assistance and explain response procedures.

Receives 9-1-1 emergency calls and major emergency and public disaster calls.

Contacts County and emergency management network agencies to provide information and coordinate call responses.

Learns and develops an understanding of applicable policies, procedures, and work methods associated with assigned duties; uses law enforcement terminology and cites codes sections by number.

Performs clerical duties as they apply to arrests and entries into the California Law Enforcement Telecommunications System.

Experience and Education

To qualify for this classification, an individual must posses any combination of experience and education that would likely produce the required knowledge and abilities, and enable the individual to successfully perform the essential functions of the position.

Experience

One year of heavy telephone, public contact or dispatch experience.

Prior public safety dispatch experience in a municipality is desirable.

Education

Completion of the twelfth grade or the equivalent.

Licenses and Certifications

Possession of Public Safety Dispatcher Basic Course training certificate from an accredited California Commission on Peace Officer Standards and Training (POST) agency within one (1) year of employment. Possession of a Basic POST Public Safety Dispatchers certificate within one (1) year of employment. Phase One - Application Review: The first phase of the selection process shall be a detailed review and appraisal of each candidates application. Those candidates determined to be most qualified on the basis of education and experience, as submitted, may be invited to participate in the next phase of the selection process. No weight shall be assigned to this phase of the selection process. Candidates must submit a written test score in order to qualify for this position. Phase Two - Oral Appraisal Interview: Candidates who receive a minimum score of 70% on this phase shall have their name placed on the Eligibility List for Public Safety Dispatcher I. Eligibility Lists are generally valid for one year. Once the list is established, the Police Department may conduct follow-up assessments.

Prospective candidates must successfully complete a thorough background review. Upon a contingent offer of employment, prospective candidates must successfully complete a medical examination and provide proof of legal work status. All new employees will be fingerprinted as a part of the employment process and a criminal history check will be conducted with the Department of Justice and Federal Bureau of Investigation.
In accordance with Government Code Section 3100, City employees, in the event if a disaster are considered disaster service workers and may be asked to respond accordingly.
