THIS IS A PROMOTIONAL JOB POSTING AND ONLY CURRENT CITY OF WESTERVILLE POLICE DIVISION EMPLOYEES WILL BE CONSIDERED.

The Division of Police, in conjunction with I/O Solutions, Inc. (IOS), is conducting a promotional process for the position of Lieutenant with the anticipation of filling [1] vacancy and establishing an eligibility list in accordance with CBA Article 15.
With general direction from an Assistant Chief of Police, the Lieutenant supervises the daily operations of their assigned work group. Supervision is exercised over the sworn officers on a particular shift or work group. Position may require assignment to variable hours and shifts. Performs other duties as assigned.

Capable of performing essential job functions of a sergeant or an officer as required.

Schedules and assigns work for subordinate officers.

Ensures that the Division's policies and procedures are followed.

Reviews subordinate performance for evaluations and makes recommendations for commendations and discipline.

Responds to citizen complaints and concerns.

Assists in the investigation of crimes.

Reviews reports and associated work product.

Informs personnel of ongoing police activity through roll call and the daily briefing sheets.

Must have a high school diploma or G.E.D.

Must have served at least one (1) year as a Sergeant with the Westerville Division of Police as of the closing date of this announcement

Not in a probationary status as of the closing date of this announcement

Maintain all required certifications

Application Requirements

Eligible applicants must complete an application in NeoGov by [Sunday 05/25/2025] at [5pm] (EST). Late or incomplete applications will not be accepted.

Promotional Process Components

Those candidates meeting the Eligibility Requirements outlined on page 1 will be sent an email confirming admission for the promotional process. The promotional process will consist of two distinct components: 1) written examination, and 2) structured oral interview. Only those candidates who complete both components of the promotional process will have their names placed on the final eligibility list for the position.

  1. Written Examination

The tentative date for the written examination is [Tuesday 06/24/2025]. Information pertaining to the exact time and location of the written examination will be provided at a later date. The written examination will consist of 100 items/questions that are all multiple-choice in nature and will be closed book. The reading list containing the study material for the examination has been provided by I/O Solutions, Inc. (IOS).

  1. Structured Oral Interview (SOI)

For those candidates who complete the written examination, an SOI will be held approximately one week after the written examination. The SOI will consist of 5-7 structured (predetermined) interview questions related to the job of a Lieutenant and is tentatively scheduled for [Tuesday 07/01/2025]. Information pertaining to the exact time and location of the SOI will be provided at a later date.

  1. Cut Scores / Pass Points

Neither the written examination nor the SOI will have a cut score. All candidates who complete the written examination will be eligible to participate in the SOI, and all candidates who complete both components will receive a final Promotional Test Score and will be placed on the final eligibility list.

  1. Promotional Testing Score

Candidates final promotional test score will be calculated using the following weights/formula:

Promotional Test Score= Written Examination Score × .40 +(SOI Score ×.60)

  1. Preparation Materials

To aid candidates in their preparation, IOS will provide the following resources:

  1. Written Examination Study Guide. The study guide will provide candidates with rules as they relate to the examination as well as tips for how to better study and prepare for the exam. The study guide will be prepared by IOS and will be available to all eligible candidates at the time of this posting.

  2. Orientation. IOS will deliver a virtual orientation (via Microsoft Teams) covering all aspects of the promotional process. More specifically, IOS will provide candidates with information regarding the development of the promotional process, general information pertaining to how the components will be evaluated, rules governing the process, and tips on how to prepare. The orientation is tentatively scheduled for [Monday 05/26/2025] at [9am EST]. Eligible candidates will have the opportunity to attend the virtual orientation and ask questions of IOS at the end of the presentation. For candidates who are unable to attend, a recording of the orientation will be made available shortly after the session, along with a survey link to submit questions to. A separate notification will be made in which candidates are provided with the link for the orientation, as well as the window of time to watch the recording and submit any questions.

  1. Final Eligibility List

Candidates will be placed on the Final Eligibility List in the order of their final Promotional Test Score. In the event that identical scores are achieved, the more senior officer will be ranked in front of those less senior. Promotions will then be made according to the Rule of Three, as outlined in the Contract between City of Westerville and Fraternal Order of Police Capital City Lodge No. 9.
